{"id":17,"date":"2026-05-26T16:42:50","date_gmt":"2026-05-26T16:42:50","guid":{"rendered":"https:\/\/corporate-movers-usa.com\/?p=17"},"modified":"2026-05-26T16:42:50","modified_gmt":"2026-05-26T16:42:50","slug":"pa-has-upheld-central-bucks-firing-of-a-principal-who-failed-to-report-abuse-allegations","status":"publish","type":"post","link":"https:\/\/corporate-movers-usa.com\/?p=17","title":{"rendered":"Pa. has upheld Central Bucks&#8217; firing of a principal who failed to report abuse allegations"},"content":{"rendered":"<div>\n<p>The Central Bucks School District was justified in firing the Jamison Elementary School principal who failed to report alleged abuse of students in an autistic support classroom, the state\u2019s education secretary said.<\/p>\n<p>Read more <a href=\"https:\/\/corporate-movers-usa.com\/?p=15\">\u2018Quad God\u2019 Ilia Malinin talks \u2018Fortnite,\u2019 the pressures of being a role model, and bouncing back from his Olympic stumble<\/a><\/p>\n<div><\/div>\n<p>In a decision Tuesday, Pennsylvania Education Secretary Carrie Rowe denied David Heineman\u2019s appeal of his October firing, finding that Heineman\u2019s failure to report abuse allegations to the state\u2019s Child Protective Services hotline constituted \u201cwillful neglect of his duties.\u201d<\/p>\n<div><\/div>\n<div>\n<div>\n<div><\/div>\n<\/div>\n<\/div>\n<div><\/div>\n<p>Heineman also failed to ensure that restraints of students were reported to the state, said Rowe, who also rejected Heineman\u2019s assertion that he didn\u2019t receive due process from the district.<\/p>\n<div><\/div>\n<p>A lawyer for Heineman did not immediately respond to a request for comment Tuesday.<\/p>\n<div><\/div>\n<p>The decision is the latest in the fallout from the Jamison scandal, which became public in January 2025 after a school board member accused the district of covering up abuse of his son and other students in the autistic support classroom.<\/p>\n<div><\/div>\n<p>A whistleblower had complained to administrators two months earlier that students were being restrained, and that one student was left naked and denied water.<\/p>\n<div><\/div>\n<div><\/div>\n<div><\/div>\n<p>District officials said they investigated and didn\u2019t find that abuse had occurred, and that law enforcement officials also didn\u2019t find evidence of abuse.<\/p>\n<div><\/div>\n<p>But a disability rights watchdog group found in April 2025 that students had been illegally restrained, creating a \u201creasonable likelihood of bodily injury,\u201d and that students observed or experienced neglect, aversive techniques, and nudity on a daily basis.<\/p>\n<div><\/div>\n<p>While then-Superintendent Steven Yanni had filed a report with ChildLine about the allegations, he \u201cwithheld relevant information,\u201d according to the group, Disability Rights PA.<\/p>\n<p>Read more <a href=\"https:\/\/corporate-movers-usa.com\/?p=13\">The March of Dimes campaign for a polio vaccine offers a model for restoring Americans\u2019 faith in science<\/a><\/p>\n<div><\/div>\n<p>Yanni, who was fired by the district in October, has also appealed, though in court.<\/p>\n<div><\/div>\n<div><\/div>\n<div><\/div>\n<p>Heineman, who challenged his firing through the Department of Education\u2019s tenure appeal process, said in his appeal that Yanni and other administrators had concluded there was no abuse, and that he was \u201cdeliberately kept out of communication\u201d regarding more detailed allegations the whistleblower submitted to the district.<\/p>\n<div><\/div>\n<p>But Heineman had \u201cfull knowledge\u201d of abuse allegations days earlier, and didn\u2019t report them to authorities, Rowe said.<\/p>\n<div><\/div>\n<p>\u201cBecause every school employee has an independent obligation to report suspected abuse,\u201d Heineman\u2019s failure to report violated Pennsylvania\u2019s Child Protective Services Law, \u201cdespite a later report to ChildLine\u201d by Yanni, Rowe said.<\/p>\n<div><\/div>\n<p>Rowe previously upheld the firing of former Central Bucks administrator Alyssa Wright on the same grounds. <\/p>\n<div><\/div>\n<p>In Heineman\u2019s case, Rowe also found that the former principal had wrongly instructed employees to contact him before reporting suspected abuse to ChildLine.<\/p>\n<div><\/div>\n<p>And in March 2025, in the wake of the Jamison abuse allegations becoming public, Heineman failed to follow through in obtaining video footage after a student was injured on a school bus, Rowe said.<\/p>\n<div><\/div>\n<p>While a fellow administrator suggested that Heineman should review the footage to see whether a restraint occurred, he delayed in doing so, putting the district out of compliance with timelines for reporting restraints, according to Rowe.
