The smartphone alerts and the battery of weather watches and warnings were chilling. But they failed to capture what actually happened in the immediate Philadelphia area.<\/p>\n

As it turned out Tuesday, not all that much happened, beyond a beneficial rainfall, some flash-bulb lightning, and wind gusts that officially didn\u2019t get past 34 mph. Creeks behaved, and flooding reports were isolated, even as damaging storms struck to the north and south of the region. <\/p>\n

<\/div>\n

As so often happens with summer thunderstorm outbreaks \u2014 not to mention winter storms \u2014 we learned science is playing catchup with the atmosphere. That was evident Tuesday night, and if you feel as though you\u2019ve seen this movie before, the forecasts and the outcomes were similar on July 18 and 21. <\/p>\n

<\/div>\n

And expect recurrences \u2014 and surprise storms \u2014 even if the climate stops changing.<\/p>\n

<\/div>\n

The atmosphere still is jealously guarding some of its most-important secrets, said Bill Bunting, deputy director of the federal Storm Prediction Center, the national house of mayhem in Norman, Okla., that is responsible for all the severe-storm and tornado watches.<\/p>\n

<\/div>\n

In his 40-plus years in the storm-forecasting business, Bunting said, <\/b>\u201cI have seen remarkable progress, but we\u2019re nowhere near perfection. In the end, the science has its limitations.\u201d<\/p>\n

About the Tuesday night storms <\/h3>\n<\/div>\n
<\/div>\n

Life is unfair, and that works both ways. The Philly region has had its share of storm ambushes historically, and as for what didn\u2019t happen in and around the city Tuesday, \u201cWe\u2019ll consider that a much more fortunate outcome than what could have been,\u201d said Mike Lee, meteorologist at the National Weather Service Office in Mount Holly.<\/p>\n

The outcome was similar to that of July 18 and July 21, when the menu of threats \u2014 wind, possible floods and tornadoes, lightning \u2014 was about the same. The gusts on the 18th didn\u2019t get above 35 mph at Philadelphia International Airport, andthey didn\u2019t get above 30 mph on the 21st. <\/p>\n

<\/div>\n

Bunting said this week\u2019s storms were particularly problematical meteorologically. In the upper atmosphere, \u201cThe wind fields were quite strong,\u201d he said. \u201cThat environment was not one to mess around with.\u201d<\/p>\n

<\/div>\n

It was as though the system had wandered in from a different season when cooler temperatures create sharp temperature contrasts that drive storm development, <\/b>Lee\u2019s colleague Patrick O\u2019Hara said. <\/p>\n

<\/div>\n

At 12:50 p.m., the storm center had seen enough to issue a broad-brush severe-thunderstorm watch that covered a huge swathe of the Mid-Atlantic region, including much of Pennsylvania and all of New Jersey and Delaware.<\/p>\n

A broad-brush tornado watch followed a few hours later. <\/p>\n

<\/div>\n

The Mount Holly office issued at least two tornado warnings \u2014 including one covering Wilmington and Chester City \u2014 and numerous flood and severe-storm warnings. <\/p>\n

However, the heaviest rains, in some cases over 5 inches, were confined to the Lehigh Valley area. Wind-damage and flooding reports in the Philly area were sparse, although Bunting advised it can take days following a storm to get an accurate assessment of impacts. Officially, 0.72 inches of rain was measured at PHL.<\/p>\n

The future of thunderstorm forecasting<\/h3>\n<\/div>\n
<\/div>\n

Bunting suggested that complaints about forecast accuracy could be viewed as forms of flattery, since they well from the public\u2019s expectations that, in turn, well from advances in forecasting. <\/p>\n

<\/div>\n

In 1985, Bunting recalled, <\/b>he was working with one computer-model output that he received via a fax machine, and observation tools primitive by today\u2019s standards.<\/p>\n

<\/div>\n

But forecasting the development and movement of thunderstorms remains one of the great challenges of meteorology and it\u2019s inevitable storms are not going to materialize in some areas that are under a storm watch.<\/p>\n

<\/div>\n

\u201cYou don\u2019t now exactly where those storms will organize into a cluster, or fast-moving line segment,\u201d he said. \u201cSo you have to put larger areas on notice.\u201d<\/p>\n

<\/div>\n

A wild card in any cluster or line of storms would be renegade, isolated storms, the kind that are apt to spin up a tornado, Bunting said.<\/p>\n

<\/div>\n

For any given storm, he said, \u201cUntil it forms in a larger area with similar conditions, it\u2019s hard to pinpoint the risk.\u201d<\/p>\n

<\/div>\n
<\/div>\n

What would it take to pinpoint the risks? Improved understanding of storm physics, improved remote-sensing capabilities, and more powerful models, Bunting said.<\/p>\n

<\/div>\n

\u201cIt is not a trivial challenge,\u201d he said. \u201cThe decisions are not going to be perfect.\u201d <\/p>\n

<\/div>\n

That isn\u2019t necessarily a bad development, he added.<\/p>\n

<\/div>\n

\u201cSometimes I wonder what it would be like if we knew what the weather would be in great detail, weeks and months advance,\u201d he said. \u201cIt seems to me it would get kind of old.\u201d<\/p>\n
