{"id":3451,"date":"2026-08-01T11:40:35","date_gmt":"2026-08-01T11:40:35","guid":{"rendered":"https:\/\/corporate-movers-usa.com\/?p=3451"},"modified":"2026-08-01T11:40:35","modified_gmt":"2026-08-01T11:40:35","slug":"quality-community-health-cares-financial-troubles-have-deepened-this-summer","status":"publish","type":"post","link":"https:\/\/corporate-movers-usa.com\/?p=3451","title":{"rendered":"Quality Community Health Care\u2019s financial troubles have deepened this summer"},"content":{"rendered":"<div>\n<div>\n<div><audio><\/audio><\/div>\n<\/div>\n<p>When Pele Lewis arrived at Quality Community Health Care\u2019s clinic in North Philadelphia Wednesday for his 1:30 p.m. appointment, he found the doors locked and a sign saying the clinic was \u201cclosed today.\u201d <\/p>\n<p>Read more <a href=\"https:\/\/corporate-movers-usa.com\/?p=3449\">\ud83d\udd28 To remodel or not | Morning Newsletter<\/a><\/p>\n<div><\/div>\n<p>Lewis was puzzled. \u201cThey called me this morning\u201d with a reminder to come in, he said, as he stared at the door.<\/p>\n<div><\/div>\n<div><\/div>\n<p>The clinic, known as QCHC, was closed Thursday and Friday, as well, according to its phone message.<\/p>\n<div><\/div>\n<p>\u201cFor many of our patients, QCHC is far more than a medical office,\u201d its CEO, Helen Wilkinson, said in an email. \u201cMembers of our community are treated with dignity and respect regardless of their ability to pay.\u201d <\/p>\n<div><\/div>\n<p>She did not answer specific questions.<\/p>\n<div><\/div>\n<p>The clinic at 2501 W. Lehigh Ave. began operating in 1981 under a federal program designed to provide medical and dental care in neighborhoods with few other options.<\/p>\n<div><\/div>\n<div><\/div>\n<p>Its troubles became public in the spring. <\/p>\n<div><\/div>\n<p>After years of warnings from federal regulators that the clinic was delinquent on its audits, officials took the rare step in March of suspending it from the federally qualified health center program. At that time, audits for the years 2021 to 2024 were overdue. Now, the same is true for 2025. Typically such audits are due nine months after the fiscal year ends.<\/p>\n<div><\/div>\n<div><\/div>\n<div><\/div>\n<div>\n<h3>A new audit<\/h3>\n<\/div>\n<div><\/div>\n<p>In a small sign of progress, Quality Community Health Care last week posted an audit for the fiscal year that ended July 31, 2021, on a federal audit clearinghouse. Federal regulators had given a May 2 deadline to complete that audit or risk termination. <\/p>\n<div><\/div>\n<p>The fiscal 2021 audit pointed to significant problems. <\/p>\n<div><\/div>\n<div><\/div>\n<p>\u201cNone of the data in it can be verified by the auditor,\u201d said Steven Balsam, a professor of accounting at Temple University\u2019s Fox School of Business. <\/p>\n<p>Read more <a href=\"https:\/\/corporate-movers-usa.com\/?p=3447\">The Legionnaires\u2019 outbreak in Philly 50 years ago led to months of mystery \u2014 and gave the disease its name<\/a><\/p>\n<div><\/div>\n<p>The auditor put it this way in the filing: \u201cBecause of inadequacies in QCHC\u2019s accounting records, we were not able to obtain sufficient appropriate audit evidence for the amounts\u201d stated in numerous categories of the financial statements.<\/p>\n<div><\/div>\n<p>\u201cI don\u2019t know if just filing reports, if they look like this, is going to get them their funding back,\u201d said Balsam, who reviewed the audit at The Inquirer\u2019s request.<\/p>\n<div><\/div>\n<p>The federal Health Resources and Services Administration, which regulates federally qualified health centers, has not responded to questions about QCHC since the suspension.<\/p>\n<div><\/div>\n<div>\n<h3>Missed paychecks<\/h3>\n<\/div>\n<div><\/div>\n<p>Some employees were not paid on July 10 and July 24, according to an email from the organization\u2019s chief financial officer to staff Monday.  This followed the organization not receiving the main federal funding for health centers, known as Section 330 grants, CFO Denise Ingram wrote.<\/p>\n<div><\/div>\n<p>\u201cQCHC is experiencing significant cash flow constraints following the suspension of 330 grant funding associated with the unresolved FY2021 audit submissions requirements,\u201d Ingram wrote in the email obtained by The Inquirer.<\/p>\n<div><\/div>\n<div><\/div>\n<p>\u201cQCHC remains committed to paying employees for all wages earned.
