{"id":45,"date":"2026-05-26T23:43:12","date_gmt":"2026-05-26T23:43:12","guid":{"rendered":"https:\/\/corporate-movers-usa.com\/?p=45"},"modified":"2026-05-26T23:43:12","modified_gmt":"2026-05-26T23:43:12","slug":"a-philly-charter-is-challenging-the-school-boards-ability-to-move-forward-with-charter-renewals","status":"publish","type":"post","link":"https:\/\/corporate-movers-usa.com\/?p=45","title":{"rendered":"A Philly charter is challenging the school board\u2019s ability to move forward with charter renewals"},"content":{"rendered":"<div>\n<div>\n<div><audio><\/audio><\/div>\n<\/div>\n<p>A charter school filed suit against the Philadelphia School District and school board Tuesday, saying the system is violating state charter law and should halt all charter renewals citywide.<\/p>\n<p>Read more <a href=\"https:\/\/corporate-movers-usa.com\/?p=43\">Philadelphia Salvage Co. agrees to $20,000 settlement for restoration work it didn\u2019t complete<\/a><\/p>\n<div><\/div>\n<p>Philadelphia Montessori Charter asked a Philadelphia Common Pleas Court judge to stop the school board from moving forward with any charter actions because of the system\u2019s \u201cshifting standards, inconsistent methodologies, and procedures that do not provide fair notice or a neutral adjudicative structure.\u201d<\/p>\n<div><\/div>\n<div>\n<div>\n<div><\/div>\n<\/div>\n<\/div>\n<div><\/div>\n<div><\/div>\n<p>The board earlier this month directed its charter office to prepare notices of nonrenewal for Philadelphia Montessori and Global Leadership Academy Charter School Southwest at Huey, both on grounds of academic, operational, personnel, and financial deficiencies. <\/p>\n<div><\/div>\n<p>Both nonrenewals require board consideration. Votes, once expected at a meeting scheduled for Thursday, are now supposed to appear on the board\u2019s June agenda. <\/p>\n<div><\/div>\n<p>The Philadelphia Montessori suit comes shortly after Philadelphia Charters for Excellence, a citywide advocacy organization, sued the district, alleging the district illegally requires charters to agree to enrollment caps and forces them to close if performance targets are not met.<\/p>\n<div><\/div>\n<div>\n<h3>An unsigned charter, and disagreement over academic performance<\/h3>\n<\/div>\n<div><\/div>\n<p>Lawyers for Philadelphia Montessori, in Southwest Philadelphia, argue that the school system has acknowledged its charter school renewal framework needs adjustment \u2014 a process that is ongoing.<\/p>\n<div><\/div>\n<p>That means that schools like Philadelphia Montessori, a K-4 that first opened in 2004, are subject \u201cto evaluation under standards that are materially in flux, with outcomes potentially affected by methodological revisions, discretionary weighting decisions, or evolving policy judgments that are not finalized, uniformly applied, or fully disclosed in advance of decision making.\u201d<\/p>\n<div><\/div>\n<div><\/div>\n<div><\/div>\n<p>Philadelphia Montessori\u2019s charter was last renewed in 2019. The board in 2024 proposed a one-year renewal \u2014 not the standard five-year term \u2014 for the school, asking it to submit to 14 academic, organizational, and operational conditions in order to strike a deal.<\/p>\n<div><\/div>\n<p>The school never signed the agreement because, the suit said, the charter \u201cincluded unreasonable terms, including provisions that would allow the school district to unilaterally change evaluation criteria midterm.\u201d<\/p>\n<div><\/div>\n<p>Despite not signing the charter, Philadelphia Montessori, the city\u2019s only public Montessori school, has \u201csubstantially complied\u201d with all conditions, officials said.<\/p>\n<div><\/div>\n<p>The school took issue with its being judged, in this year\u2019s charter renewal cycle, using criteria not spelled out in the proposed one-year renewal.<\/p>\n<p>Read more <a href=\"https:\/\/corporate-movers-usa.com\/?p=41\">Cheltenham cancels 2026 varsity, JV football seasons after locker room assault<\/a><\/p>\n<div><\/div>\n<div><\/div>\n<div><\/div>\n<p>Lawyers said that charter office representatives suggested \u201cpossible adverse renewal consequences\u201d if it didn\u2019t sign the one-year charter.<\/p>\n<div><\/div>\n<p>Peng Chao, the district\u2019s chief of charter schools, said in a May 14 presentation that Philadelphia Montessori lags district and similar-school averages in academics, and said it does not show sufficient academic growth.<\/p>\n<div><\/div>\n<p>\u201cBut the school district\u2019s academic assessment methodologies are flawed, inconsistent, unreliable, and fail to accurately reflect PCMS\u2019 actual educational performance, growth trends, and student outcomes,\u201d the suit reads. <\/p>\n<div><\/div>\n<p>Instead, lawyers said, the school showed \u201cmeasurable improvement.\u201d Its leadership also stabilized.<\/p>\n<div><\/div>\n<div><\/div>\n<div><\/div>\n<p>The suit also took issue with the charter office\u2019s contention that the school lacked a certified school nurse for most of the 2024-25 school year. The school had student health and nursing services for the entire year, officials said, \u201cand at no time abandoned or discontinued nursing coverage for students.\u201d<\/p>\n<div><\/div>\n<p>Philadelphia Montessori has asked the court to declare the district\u2019s current charter renewal processes illegal, and asked a judge to adopt a \u201cfinalized, transparent and uniformly applicable evaluation framework\u201d before any renewals are made system-wide.<\/p>\n<div><\/div>\n<p>It also specifically asked the court to keep the district from going forward with nonrenewal proceedings against Philadelphia Montessori \u201cabsent constitutionally adequate structural safeguards ensuring impartial adjudication.\u201d<\/p>\n<div><\/div>\n<p>The school board, in a statement, said it is using tools available to it under the charter law while keeping a focus on student achievement.<\/p>\n<div><\/div>\n<p>\u201cThe board will continue to hold all schools to high standards, celebrating measurable gains, and addressing challenges that may exist as we remain focused on providing every student in Philadelphia with access to a high-quality education and learning environments where they can thrive,\u201d the board said. \u201cWe have a duty to hold every charter school accountable for academic success, sound operations, and fiscal integrity in exchange for the high level of autonomy they have in operating schools.\u201d<\/p>\n<p>Read more <a href=\"https:\/\/corporate-movers-usa.com\/?p=39\">Philly\u2019s airport just lost Spirit Airlines.
