{"id":675,"date":"2026-06-08T17:45:07","date_gmt":"2026-06-08T17:45:07","guid":{"rendered":"https:\/\/corporate-movers-usa.com\/?p=675"},"modified":"2026-06-08T17:45:07","modified_gmt":"2026-06-08T17:45:07","slug":"sheriff-rochelle-bilal-reverses-course-announces-office-shakeup-amid-mounting-criticism-of-auctions","status":"publish","type":"post","link":"https:\/\/corporate-movers-usa.com\/?p=675","title":{"rendered":"Sheriff Rochelle Bilal reverses course, announces office shakeup amid mounting criticism of auctions"},"content":{"rendered":"<div><div><div><audio><\/audio><\/div><\/div><p>Sheriff Rochelle Bilal has announced a major restructuring of her office to reduce chronic deed-processing delays following property auctions \u2014 a problem she previously claimed she\u2019d fixed.<\/p><p>Read more <a href=\"https:\/\/corporate-movers-usa.com\/?p=673\">President Joe Biden makes surprise visit to Philly\u2019s Stonewall Awards celebrating LGBTQ icons<\/a><\/p><div><\/div><p>Among several leadership changes, Bilal said Monday that she has hired a new undersheriff, although her spokesperson would not confirm the identity of her new second in command. <\/p><div><\/div><div><div><div><\/div><\/div><\/div><div><\/div><p>The press release about the shakeup also outlined other planned operational improvements, such as the creation of a public-facing \u201cdeed tracker\u201d that would allow winning bidders at sheriff sales to follow the status of their deeds.<\/p><div><\/div><p>Philadelphia\u2019s independently-elected sheriff is charged with auctioning off thousands of tax delinquent and foreclosed properties every year, but numerous bidders say they\u2019ve waited a year or more after paying to get a deed of sale. <\/p><div><\/div><p>Last month, Bilal was hit with a court order demanding she speed up this process, or face consequences.<\/p><div><\/div><p>The \u201ccomprehensive operational reorganization plan\u201d the sheriff unveiled Monday includes the hiring of sales technicians to improve customer service around sheriff sales, which have been plagued by complications since Bilal took office in 2020.<\/p><div><\/div><div><\/div><div><\/div><p>In addition to the post-sale delays, for example, almost all tax-delinquency sales were halted between 2021 and 2024 after Bilal attempted to award a no-bid contract to an online auction house without the approval of city contract lawyers.<\/p><div><\/div><p>Now, more than halfway into her second term, Bilal said things are going to get better.<\/p><div><\/div><p>\u201cThe Philadelphia Sheriff\u2019s Office continues to evolve to meet the needs of the public we serve,\u201d Bilal said in a statement. \u201cThis reorganization represents our commitment to operational excellence, accountability, and ensuring residents have greater access to information and services.\u201d<\/p><div><\/div><div><div>\n<\/div><\/div><div><\/div><p>The announcement comes just six weeks after Bilal told City Council, during a pitch to increase her office\u2019s budget by more than 50%, that sheriff sales were going \u201cfull blast.\u201d She said processing delays after auctions have been resolved and that any ongoing delays were the buyers\u2019 fault.<\/p><p>Read more <a href=\"https:\/\/corporate-movers-usa.com\/?p=671\">The first Black woman to win a Barrymore for directing a musical is now going to lead Theatre Horizon<\/a><\/p><div><\/div><p>\u201cIf you believe them that run to the newspaper \u2014 \u2018Oh I ain\u2019t got my deed\u2019 \u2014 well they never tell them they didn\u2019t pay the invoice,\u201d Bilal told Councilmember Cindy Bass at the April hearing.<\/p><div><\/div><div><\/div><div><\/div><p>But interviews with real estate agents, investors, and attorneys, as well as court documents and city records, showed that is not true. Some even said the problems had gotten worse since The Inquirer first started tracking the delays in mid-2024.<\/p><div><\/div><p>At April\u2019s budget hearing, City Council members praised Bilal and declined to press her on the deed problems.<\/p><div><\/div><p>City judges have proven less deferential.<\/p><div><\/div><p>Last month, in response to a lawsuit over the delays, the judges filed a court order threatening to appoint a \u201cspecial master\u201d to oversee auctions if Bilal doesn\u2019t get a handle on the situation.<\/p><div><\/div><div><\/div><div><\/div><p>The May 13 order, signed by Common Pleas Court Judge Paula Patrick, supervisor of the court\u2019s commerce division, requires Bilal to come up with a plan for \u201cpromptly\u201d delivering deeds and distributing post-sale funds, which must occur before a property can be resold.<\/p><div><\/div><p>The same day the order became public, the sheriff announced the retirement of Undersheriff Tariq El-Shabazz, a lawyer who oversaw deed filing and was previously the office\u2019s highest paid staffer.<\/p><div><\/div><p>While the sheriff\u2019s office said in Monday\u2019s press release that it is \u201cpleased to announce the appointment of a new Undersheriff,\u201d Bilal\u2019s spokesperson, Teresa Lundy, did not give the person\u2019s name.<\/p><div><\/div><p>\u201cIt is accurate that the names of new hires were omitted from the release,\u201d Lundy said in an email. \u201cAs of now, I have not confirmed the hiring of the new undersheriff or any other specific positions.\u201d<\/p><div><\/div><div><\/div><div><\/div><div><\/div><div><\/div><div><\/div><div><\/div><div>\n<div>\n<div>\n<div>\n<div>\n<div>\n\n<figure class=\"wp-block-image size-full\"><img loading=\"lazy\" decoding=\"async\" width=\"128\" height=\"128\" alt=\"The Inquirer logo\" class=\"wp-image-47\" src=\"https:\/\/corporate-movers-usa.com\/wp-content\/uploads\/2026\/05\/faba80d67140212ba32240655442c529.png\"\/><\/figure>\n\n<\/div>\n        Acknowledgment\n      <\/div>\n<div>\n<p>The Inquirer\u2019s journalism is supported, in part, by the Lenfest Institute for Journalism and readers like you.
